The main contractor is the supervisory contractor of all construction work on a project, management of sub-contractors and vendors, etc. May be referred to as "Construction Manager," however, for consistency CTBUH uses the term "Main Contractor" exclusively.

The project houses two public institutions; the national tax offices and the offices for student loan administration. The architecture aims to present these institutions with a softer, more human and approachable profile, deliberately cloaking a commanding public institution in an organic, friendlier and more future-oriented form.
The building is set amidst small, ancient woodland, sheltering rare and protected species. A bat colony lives in the wood in the summer months, so flight access to the waterways (attracting insects) had to be created between the buildings. The aerodynamic form of the building, along with the addition of the lower plinth, ensures minimal disruption to the local microclimate caused by alterations to wind flow. The fins direct wind horizontally around the building, averting a vertical downward wind direction. They are also used to deflect direct hot sunlight in summer months, but allow low-sitting winter sunlight to penetrate and warm the building through large window panes between façade fins which allow for daylight to penetrate deep into the building, reducing the need for artificial light.
