Usually takes on the balance of the architectural effort not executed by the "Design Architect," typically responsible for the construction documents, conforming to local codes, etc. May often be referred to as "Executive," "Associate," or "Local" Architect, however, for consistency CTBUH uses the term "Architect of Record" exclusively.
The Design Engineer is usually involved in the front end design, typically taking the leadership role in the Schematic Design and Design Development, and then a monitoring role through the CD and CA phases.

The CTBUH lists a project manager when a specific firm has been commissioned to oversee this aspect of a tall building’s design/construction. When the project management efforts are handled by the developer, main contract, or architect, this field will be omitted.

Fukoku Tower Chosen as Featured Building
15 March 2012 - Featured Building
This project for the Fukoku insurance company takes inspiration from the profile of a gigantic tree whose roots proliferate on the surface of the ground. Splayed at its base, the tower’s outline tapers elegantly as it rises, gracing the city’s skyline with a vertical asymptote. The contrast between the structure’s base and upper regions is accentuated by the treatment of the building’s “bark”. Broad “wood chips” on the lower levels gradually give way to a sleek wall. The glass façade is worked into a crescendo of encrusted mirrors at the base, reflecting the surrounding environment.
The Fukoku Tower is a new element in Osaka’s skyline. However, the project was conceived to limit its visual impact in the city, avoiding the effect of a massive opaque block inserted in the urban tissue. The strategy was to design a stratified façade, which creates a kaleidoscopic effect that is able to distract the viewer’s perception, distorting the real dimension of the building to create a fluid transition with the urban context. The building design gives a simple response to a complex program. The tower, that houses office spaces, University laboratories and a commercial area, has a straight access from the subway system to the building, interlacing city life and private functions. A public space around the tower helps blend it into the urban context. Such was the interest in the project’s integration into the city that the public sidewalk was significantly widened, occupying part of the private site that was offered to the city, to create a convivial space around the tower.
