The Design Engineer is usually involved in the front end design, typically taking the leadership role in the Schematic Design and Design Development, and then a monitoring role through the CD and CA phases.

These are firms that consult on the design of a building's façade. May often be referred to as "Cladding," "Envelope," "Exterior Wall," or "Curtain Wall" Consultant, however, for consistency CTBUH uses the term "Façade Consultant" exclusively.

The original Overseas Union Bank Centre, or One Raffles Place Tower 1, was completed in 1986 by Tange Associates. In 2006, the company wished to expand their office space and create a new addition to the existing tower and again invited the design team to create the new building which would be a prominent addition to the Singapore skyline.
The main concern in approaching the design of the new tower was to pay homage to the original structure while creating a modern and striking addition. The resulting building utilizes the façade treatment to connect to the geometry of its predecessor in modern materials. The angular protrusions of Tower 2 correspond directly to the elements of Tower 1, creating this desired dialogue. The glazed cladding with aluminum sunshades is a contemporary solution which allows for improved views and visibility while also addressing environmental concerns. The height of the new tower was also considered to maintain a proper proportion with the existing structure so as not to overwhelm it.
